All foreign passport holders (regardless of whether they are of Sri Lankan origin) who wish to travel to the Northern Sri Lanka are required to obtain prior approval from the Ministry of Defence.
Requests for authorization of such visits should are to be submitted directly to the Ministry of Defence with the following information:
i. Names and passport details (with copies of passports)
ii. Purpose of visit
iii. Specific areas to be visited (certain areas in the districts of Kilinochchi and Mullaitivu are not accessible due to ongoing de-mining activities)
iv. Dates of travel
v. Mode of transport (authorization will be required to buy air tickets to Jaffna)
vi. A Sri Lankan fax number to receive the authorization letter.
vii. All requests should be sent directly by the applicant, addressed to Secretary/Defence to the Fax No. 011-2328109.
